There are many ways to make felted balls. This is one method that I use with children.
Two buckets or sinks one with cold water and the other with hot water— hot but not so hot you can’t put hands in.
Tear the roving into thin pieces and cover the core with this roving. The balls will be done in thin layers so be sparing with the wool. You will make additional layers to cover thin spots.
Put the piece of bubble wrap in the palm of your hand and add just a tiny drop of
liquid dish detergent on the bubble wrap.
Take the core that you have wrapped and dip it in the hot water. Then, very, very gently—think about a tiny bunny in the palm of your hand—roll the wool roving covered core around and around until you can see the wool felting and becoming a ball.
Alternately dip the ball into the cold water then back into the hot water and add bits of soap as needed. Wool felt is made by a combination of shocking the wool from hot to cold, soap and abrasion made by rolling the ball.
